Online & Offline Application Process
NOC (No Objection Certificate) is an approval letter issued by the MoEST that states the student is allowed to study overseas and is allowed to use Nepali banks to send living expenses and tuition abroad.
NOC is applied after getting the approval letter and before the visa application. Students will require NOC to legally submit their fees to the university and foreign currency exchange. Besides applying for a visa, NOC helps universities to evaluate your financial capabilities and understand your plan for financing your international education.
The following documents are required to apply for an NOC in Nepal:
Passport/Citizenship Certificate
Offer letter/CAS/I-20/LOA/Acceptance Letter
Scholarship documents (if applicable)
Recent Academic Certificates and transcripts
Passport-sized photograph (usually not required during online application)
IELTS/PTE certificate
NOC fee payment receipt as directed by NOC online/office.
These documents match the requirements for both online and offline applications. The documents must be original, but if the originals are unavailable, notarized copies are required for the photocopy. Follow the following step to apply for NOC online:
Visit the official NOC portal.
Enter using your NTC number.
Create an account using your full name, email address, and citizenship or passport details.
Fill out the online application with information about your university, country of study, course, and intake.
Upload all required documents in PDF format, including your passport, offer letter, transcripts, and other relevant documents.
Review the application carefully and submit it once all details are correct.
Pay the NOC fee, usually around NPR 2,000 per course, through the designated bank or online payment method.
Wait for the application review, which typically takes 1–5 working days.
After approval, download your NOC letter from the portal; in some cases, a visit to the NOC office may be required.
To apply for NOC offline, you can follow these simple steps:

Download the form from https://noc.moest.gov.np/ or obtain it by visiting the MOEST office in Sanothimi, Bhaktapur. Alternatively, fill out the form with the required information.
Verify the documents by checking Window number 3 at the MOEST office.
Submit the documents to Window 4 and receive a token number.
Finally, to collect the NOC from Windows 6, the document can be collected physically in one day.

Processing Time: 1 to 5 working days (may vary during peak application periods).
Validity: Valid until the course commencement date stated in your offer letter.

Students: Individuals seeking to pursue their academic endeavors abroad must typically secure an NOC letter. This applies to those who have completed their previous level of study and are applying to a university or other educational institution overseas.
Educational Institutions: Educational institutions may be required to submit an NOC application on behalf of their students. This is often necessary when students seek participation in exchange programs or educational initiatives organized by foreign institutions.
Note: Students who are applying for international studies, professionals who are being recruited abroad, and people who are thinking of going to get a working visa abroad specifically need an NOC letter.
